Stump removal and tight access in Clifton Hill, done properly
The tree came out; the stump stayed. It happens all over Clifton Hill, usually because whoever removed the tree did not have a grinder, or could not get one down the side of the house. Aps Tree Removal can — with a compact machine that fits a standard gate and a full-size grinder for the open yards — and grinds every stump 300–400 mm below the surface.
The nearest suburbs we also cover are Collingwood (2 km), Abbotsford (2 km), Fitzroy (2 km), so a job in Clifton Hill is often paired with one next door.
If you plan to build, pave or plant a tree in the same spot, tell Api when he quotes: we can grind deeper, remove the grindings and backfill with soil instead, or take the main roots further out so the ground is ready for what comes next.
On the day, the crew protects anything nearby with boards and sheets, checks the ground for stones and services, and grinds the stump in passes until the cutting wheel is 300–400 mm below the surface. The main lateral roots are followed out, the grindings are raked back into the hole and mounded, and the lawn or paving around it is blown clean.

A tip from Api
A stump cut flush is not a stump removed: most species in Clifton Hill gardens will sucker from it, and the roots keep lifting paving. Grinding below the surface is what actually finishes the job.

Do you need a permit to remove a tree in Clifton Hill?
Clifton Hill is in the Yarra City Council area, and that decides whether a permit is needed before a tree comes down.
Yarra treats a tree as significant when its circumference is 125.66 cm or more — the equivalent of a 40 cm diameter — at ground level or at 1.5 m; for multiple trunks, measure all of them at both heights and add them, and if either total reaches the figure the tree is protected. Removing or destroying it needs a local-law permit, and the council may ask for a report from a suitably qualified arborist to justify the removal.
A planning permit can be required instead of, or as well as, the local-law permit: many Yarra properties carry heritage or vegetation overlays, and some have planning-permit conditions that protect particular trees. The planning department on 9205 5555 can check an address.
The state canopy-tree clause applies in the residential zones too.

Clause 52.37 Canopy Trees
A canopy tree is a tree more than 5 m tall, with a trunk circumference over 0.5 m at 1.4 m above the ground and a canopy at least 4 m across. In a residential zone a planning permit is needed to remove, destroy or lop one in a residential zone if the lot is vacant, or, where there is an existing house, if any part of the trunk is within 6 m of the narrowest street frontage or 4.5 m of the rear boundary.
Dead trees, emergency and safety works, maintenance pruning and listed weed species are exempt; councils usually condition a permit on planting a replacement canopy tree, and most decide these through VicSmart in about ten business days.
What this means for you: tell Api where the tree sits on the block and he will tell you whether a permit is needed before anything is cut — and where one is, we can prepare the arborist assessment the application needs.

Clifton Hill Stump Removal & Tight Access — common questions
Do I need a permit to remove a tree in Clifton Hill?
Yes, if the trunk is 125.66 cm around (a 40 cm diameter) or more at ground level or at 1.5 m — Yarra calls that significant vegetation and requires a local-law permit, usually with an arborist’s report. Multi-trunk trees are measured with the trunks added together. Overlays and old permit conditions can require a planning permit as well. Across Victoria, Clause 52.37 Canopy Trees also applies since 15 September 2025: a planning permit is needed to remove, destroy or lop one in a residential zone if the lot is vacant, or, where there is an existing house, if any part of the trunk is within 6 m of the narrowest street frontage or 4.5 m of the rear boundary. Api checks both at the quote.
How much does stump removal cost in Clifton Hill?
Stump grinding is priced mainly on the stump’s diameter at ground level, how many there are, and the access. A single small stump in an open Clifton Hill front yard is quick; a 900 mm gum stump down a side path is not. Api quotes free, and doing several at once is always cheaper per stump.
How long does it take?
Most stump jobs are booked within a week of the quote and finished in a couple of hours on the day.
Can you get in if the access is tight?
Yes. Courtyards, terraces, stumps hard against a fence or wall: standard work in Clifton Hill, and quoted as such.
What happens to the waste?
The grindings go back in the hole unless you ask for them to be taken away and replaced with soil. Anything above that is loaded on the truck and the area is raked and blown clean.
How deep do you grind, and can I plant or pave over the spot?
Standard depth is 300–400 mm, which takes the crown and the top of the root plate. Turf can go on the next day; concrete or a deck footing can go in once the grindings are removed and the hole is filled with compacted soil.
